I remind you that the selection of the Kyiv team for the IV stage is carried out in accordance with the rules and principles that were approved at the meeting of the jury of the city Olympiad.
There was a rule that changes can be made at the regular jury meeting of the current city Olympiad. Last year, as a result of an increase in the number of participants of the Kyiv City Olympiad, and therefore an increase in the number of I and SECOND places in each parallel, the norm on automatic participation in the selection of the 1st and 2nd places from grades 8-11 was changed. This change was entirely justified.
This year there was a certain moment of different reading of one of the points of these rules, namely:
A participant who has secured a place in the team, regardless of the results of the performance, can play for any (one) class. In this case, the participant is credited to the team for his real class.
For me, it was obvious to read this item as a "real class" – this is the class for which the student won a place in the team last year. So this year Judin is studying in 10th grade, but last year he won the first place at the IV stage, playing for the 11th grade. Therefore, we/I automatically proclaimed that it occupies one of the places for the 11th grade. This has raised some objections among other jury members and stakeholders, and it is natural. But it should be noted that these questions should have been timely discussed at the jury meetings, which were held 3 times during the city Olympiad.
Let me remind you now another paragraph of these Rules of conduct:
This Procedure is in force under the current Regulations on all-Ukrainian Olympiads. All changes to the Procedure are made at the jury meetings of the Kyiv City Olympiad.
The procedure for conducting enters into force with all the changes made at the end of the final jury session.
I think that in the event of such a contradiction, it should be talked about, because we always try to do everything as transparently and openly as possible. Obviously, this was better discussed earlier, but now an indifferent jury can gather. Anyone who wants to express their opinion can write here in the comments (mention precedents, examples from previous years, etc.). The final decision will be made at the final jury hearing after the appeal of round 3 on February 19, 2019. I ask all those who are not indifferent to come to this meeting.
I emphasize the completion of which issue will be discussed. To determine in accordance with these Rules for which class to consider the participation of Mr. Yudin, and to prescribe this norm more clearly, so that in the future this does not cause questions about this particular issue. Because other questions will still arise because "such a life".
